Yii framework API

There was a word around about some sort of Yii framework API that would allow:

• Check for Yii version (related issue)
• Get information about new versions
• Provide OAuth for yii family sites Where and how to store users? #36
• Browse extension market (is it planned?)

Documentation should be accessible in API format too. I guess, it would allow better integration in other systems, like IRC bots and documentation engines like devdocs.io.
