add second delegation button

The delegation process does not allow for delegation from both the incentivizer and a wallet on the main website page (govern). Clicking delegate will choose one of the 2 (I think it defaults to the incentivizer. If a user has YAM in both places then they have to go to etherscan to delegate both pools of funds to themselves or to others.

This should either be fixed by adding a second button that delegates from the wallet (msg.sender?) as well as a button that delegates from the incentivizer. This is most likely the easiest option.

A more involved, but cleaner option would be for the website to see both and delegate from both in a 2 part transaction.
