We are currently using Pantheons for religions, as Civ IV doesn't have a two-phased religion system (Pantheon to Religion). As a side-effect of that, Missionaries are unable to spread their Pantheon with Can Spread Religion.

We'll either need a Can Spread Pantheon, or get a workaround to make it so that you instantly unlock a Religion when you get the designated technology.
