Bug Description

When VSync is enabled the FPS counter in the Debug>Video display is ~15FPS, tested with both video backends, windows and linux, any scale, multiple games. When VSync is disabled the FPS stays at ~30FPS.

Expected Behavior

When VSync is enabled the FPS should be a fraction that is less than or equal to the display refresh rate.
