HTTP JSON API Server: test case of '/api/parsetime' error #459

The URL generated by the test case is "/api/parsetime?iso=2016-08-18T14:48:45.720Z"
But the expected value of the parsetime test case is set to:
EXPECTED: "{"hour":10,"minute":48,"second":45}" // This is the time the test case was run.

Note the value of "hour".

My timezone is 'America/New York'.
