What is the issue with the HTML Standard?

This issue is intended to start a discussion regarding positioning of input (and select eventually) picker UI for elements that aren't rendered when showPicker() is called on them.

It seems it's possible to position the input that you call showPicker() on but it would rely on the input being inserted into the DOM.
