Number of maximum channels needs to be increased for the matrix bridge bot

The matrix bridge bot is hitting the channel limit since it has to be joined into whatever channels matrix users are in. The overall channel cap could be increased, but we could also add a custom config block for the matrix server IP address which bypasses channel limits entirely.
