Need for an Improvement on the UI / UX of the website

Hi there I am Veeresh a beginner and an open-source enthusiastic . I just had a suggestion about the UI /UX about the site: https://drafts.csswg.org/web-animations/ (found this on Google Summer Of Code .... Projects section)

The websites clearly lacks UI / UX or even basic designing and layout.
It would be great if we could develop the layout and the looks of the website. I am well aware that this just a NPM package / CDN but I feel having a website will definitely attract more users to use the package by making them fully aware about the functionalities regarding the package.
It would definitely enhance the user experience when interacting with the page too.

Users like animations / flashy looking websites , rather then giving a read some boring stuffs

I am pretty sure we all can improve upon this.
