If WebRTC connections are to be deployed on L4S congestion controlled networks, we need stats to measure success (or not).

chatting with @Diego-Perez-Botero: should we define similar ones for DSCP? Much of what I hear about bleaching being a problem is based on research like https://web-backend.simula.no/sites/default/files/publications/files/itc30.pdf but if one looks at the number of measurements:

Our study is based on endto-end measurements from 160 IPv4 and 65 IPv6 geographically
spread controlled probe clients to 34 IPv4 and 18 IPv6 servers
respectively

which is nothing compared to the amount of data a production service could gather. cc @xingri
