Publish level 2 as CR and move on to level 3

Hey,
we have have had level 2 ready for CR for quite a long time. I have already gone through all the steps of talking to other groups like internationalization, etc. ahead of CR a few years ago.

We are now starting to work more on Input Events again to make it work better with other input types, EditContext, etc. and possibly narrow down how exact target ranges are returned, more specific event orders, etc. . I therefore think it is a good time to freezethe current version as level 2, which can move on to CR, and start working on level 3.
