define override rollup output intro

I want to have a global variable accessible in my app but a different one for dev and build mode. I tried to use define for setting the dev one in vite.config and rollup output intro for the build mode in the rollupOptions. What am I doing wrong ? Is there a way to do this, without defining environment variables ?
