I don't have a strong opinion about how to do this, but the portal really needs to have some sort of way to disseminate news and announcements from the site. A link to a blog or other CMS would be really good. It could be used for downtime announcements (or apologies) as well as change log type things.

Need an announcements/features area that can be updated via manual config or dynamically, similar to ARGO

I would categorize this as low priority

Related to #48 - @sifavahora please determine if there is duplication with #48 and whether we just need one ticket vs two
