Add documentation for creating vexide libraries

Currently, it's a little unclear how to create libraries for vexide - for example, the main vexide crate pulls in a couple of things that can't be included twice in the module graph like a panic handler.

It would be nice if there was some documentation for this use case or a template like vexide-template.

I can pick this up later.
