Describe the bug

Avatar not use storage of s3, it save to disk.

Steps to reproduce

install by docker
setting storage of s3 configuration
edit user avatar

The version of Memos you're using

0.23.0

The storage option setting only applies to resources (images, videos, etc) that get uploaded to memos.
User avatars are always stored in the db
