(HAL-02) DOCKER PRIVILEGED USER

It was found that in the umee-network/LocalUmee/ repository there are two
docker files that are insecurely configured. By not specifying a USER,
the program inside the container may run as the root user. If an attacker
can gain access to this container and control the process running as
root, they may obtain control over the container
