Question - Is the quiz log based on the "action log" for an attempt?

Here is a comparison between the exported data and the action log for a test student doing a test quiz. Notice the student's action log vs the exported data. Should the quiz-log match the "action log" or is it from a different data source?

The quiz log should match the action log - looking at the timestamps, I believe they do.

The action log shows them answering 1-5 in sequence and then viewing 1/2, then 3/4, then 5 at the same time (00:13).
The quiz log shows them answering all of the questions 1-5, then 2,3,4,5, then viewing only 1,3,5
