The game is https://18xx.games/game/194445. It was the second to last OR, even though there was space WR did not lay the home token when it was directed.

Just adding that it did lay the WR token eventually, but it took a full OR.

WR’s home station is being placed at action 790 during OR5.2 when SPD buys a WR share from the market.
