[1822PNW] auto pass when all available bidding tokens have the highest bid

What's your idea?

At this point all 5 of my bidding cubes had the highest bid associated on that particular bid box. I believe that I have no valid actions in this case, which may as well trigger an automatic pass (similar to e.g. performing a stock action in first stock round of many 1830-like games, where selling is not allowed in 1st stock round)
