[1858] Cannot buy last two privates

End of SR1 - I have 195 left and there are two privates left: V&J and M&Z. Nobody else has enough to bid on either of them. I buy either one, and the program skips straight to OR1, even though I have plenty to buy the other as well.

I suspect this is a new bug, since I've not had such an issue in games with a similar position.

It does the same thing in hotseat mode too.

This might be the same as #10684 – there seems to be something going wrong when there are auto-passes and auctions for private railways.

Is there some way of disabling the autopass function in the early game? e.g. until all the privates are sold.

I suspect that wouldn't be a complete fix, as you also have the private railways that become available later in the game.

I'm thinking about using the shenanigans mechanism to disable auto actions whenever a new auction is started.

where I bought the last two privates without any problem. But then, probably the other players didn't use autopass.
