Cannot check IEEE Xplore page

I try and use navigate: https://ieeexplore.ieee.org/xpl/tocresult.jsp?isnumber=4407674

I get an error from the server.

However, playwright ff 'https://ieeexplore.ieee.org/xpl/tocresult.jsp?isnumber=10108967' does work, popping up a window which shows the correct contents. Don't know where to investigate from there...
