Dashboards do not appear in IE

This is apparently a long-running problem, though I'd not heard about it before. Verified in latest IE.

Yeah, IE doesn't support Server sent events, so has never worked (and probably never will until they start supporting the MODERN WEB). We did discuss a way round this last year by using phantom.js, and taking regular screenshots as a fallback, but it's a terrible hack. Best to just put a notice up if people are starting to see.

I've had a go at capturing screenshots with Capybara, but it seems far too slow and unreliable. However, someone has had a go at using an IE polyfill at Shopify/dashing#310.
