Right now it succeeds so the user doesn't know what all the samples failed upload!

We need a bit more investigation here to identify if the failure is occurring due to metadata issues (i.e. something on our end) vs solely with NCBI receiving the data (i.e. on their side). That will identify if this is within the scope of our influence/impact & something we can affect (and thus, if it should truly hard fail or gracefully recover/succeed).
