How to use test containers inside a VSCode dev container?

We are trying to run tests in VScode from a dev container, and are getting docker.errors.DockerException: Error while fetching server API version: ('Connection aborted.', FileNotFoundError(2, 'No such file or directory')).

What is the dev container setup to get test containers working?

I could not get homebrew feature as it is not supported on arm macs.

And now getting (works on local, not in dev container)

Any idea of what could be missing?
