G59.3 can't se Z to 0

Hi.

I can't figure out why I'm not able to set my Z to 0 on the G59.3 offset. Depending on the length of my tools, the program gives me a CODE 2 error but I would like to understand why this happens. I'd like to have the little space I have left when changing tools.
