The administration interface (does not exist at this writing) needs to provide for the selection of the particular contest and associated look and feel (css, partials etc) for the entire site.

No specific ideas ATT on how this should look.

Specific partials for the title, header, footer, lhs, rhs need to be in their own directory that is tied to a contest.

Admin also needs to be able to create a "contest" with all it's associated defaults.
This may require some file uploads outside of the website's control.
This may also require that admin modify the source code. (Please avoid the source code modifcation. Make everything soft... preferably use Ruby convention over configuration approach as much as practical.
