The purpose of the issue is to QA the godoc documentation for the Liquidity module

One of the document artefacts is the Go code documentation.
This is created using the godoc tool as described here
Documentation can be found here

Outcomes will include

Edits suggested via PR
Comments that will outline areas for improvements and identify
It may also include plans for remediation and how to write better documentation
