Quite a bit so, but I didn't close it since I didn't feel the implementation was complete yet.

V3 peer/connect support exists but only minimally, it relays the handshakes and enables the peers to connect but it lacks the ability to forward packets after the peer/connect has been setup in the case of there being no direct transport for them to use.
