This builds to static HTML + JS (which I can host via IPFS) using webpack and yarn / npm.

There are no OS specific instructions to the best of my knowledge (tested build on Windows, macOS, Ubuntu, and Arch).

I'll add a README soon with more detailed instructions. I'm currently traveling, so it might take a while. Until then, I'm keeping this issue open.
