[TASK] Go through TODOs on the project & create corresponding tasks

Low priority: Check all 200+ TODOs throughout the project, and quickly fix or create corresponding tasks for those that are important enough. This is good because there might be past assumptions on those TODOs that no longer hold, which can lead to future logic bugs.

If some TODOs are related, create a single task for them (ex. a bunch of TODOs about the usage of the any type).
