Inviting bot to channel calling for emergency should DM Users

I have not tested this but I was wondering if we can invite the 911bot to a channel. Once it is in the channel we should be able to do an emergency in that channel. When we do call for an emergency I think it should DM you with asking if it is a real emergency.

I think you should be able to @911bot emergency in a Channel that the bot has already been invited to. And I do think that this is a duplicate of #15
