ClusterPools are often scaled to size 0 during off-hours or when new clusters are not being created on a regular basis. Hive does not fulfill new ClusterClaims correctly when the pool size is 0. ck should automatically scale up a ClusterPool with size 0 for the duration of the ck new command for easier cluster creation.
