Keeps creating new deploy link instead of deploying to existing site #4987

Describe the bug

I've been trying to update my existing site but a new shell link gets created on Netlify instead.

To add to this problem, even if I input the previous Netlify URL and say redeploy to this, maybe it works for one or two times, but later, it stops working, and creating a new URL.
