TOC in the manifesto page?

The old site had a single module using a TOC markup. We only need it on a single page. the /manifesto page. A looong document with little to no headers. The TOC was making the document easier to navigate since it was one single page all chapters/sections on. In D7 we decided to remove it due to security reasons.

Scope

Do we need re-implement it in D9/10 or can we with the current toolkit we have find another/better way for the Manifest?
