TASK Implement quota on shell accounts

Goal

It appears we do not have a quota for shell accounts.

However, this is not a priority since no one uses over 1 GB yet.

This should be implemented in a way that the customer will receive a message if resources go over the quota (e.g. not as an actual hard limit), and offer a solution to clean up or buy more space.
