make 静态模式可以简化很多重复代码，例如：

// 现状
rule('*.min.js', ctx => ctx.getTargetPath().replace(/\.min\.js$/, '.js'), recipe)
// 支持静态模式后
rule('*.min.js', '%.min.js: %.js', recipe)
