It should be possible to view a previously completed user task WITHOUT resetting the token. This will allow someone to review changes, and it gives us an opportunity to warn them that if they do edit the form, they will need to complete all the remaining sections of the workflow - including possibly requiring them to resubmit approval requests.
This should work with the newly added ability to Lock a workflow. In which case they can still go back and review answers, but the can't edit the page or make any changes.
This is based on Beta Test Feedback , Bugden/Study Information/Question 1

don’t like that I can’t go back to a previously
completed task without having to start over the
whole section. For example, in the “Study
Information” section, I just wanted to go back to
the “Workflow Applicability” step but I couldn’t
access the form without starting over the whole
section and navigating through the 6 preceding
forms in this section.
