[New chain]: Blaze Testnet

Summary

I would like to add v1.3.0 canonical contracts for Blaze Testnet.
This is a testnet for Sonic mainnet
They were also been added to safe-deployments with this PR safe-global/safe-deployments#909
API Address for sonicscan explorer is not known yet, I'll create PR when I get it.
Also Multicall3 contract was already deployed on address 0xcA11bde05977b3631167028862bE2a173976CA11
