bug: scrollbars appear when there's no need for them

Describe your issue

On a recent change, scrollbars are always visible even when there's no need (no overflow).

In the linked video you can see how scrollbars are not shown, but if I make the up/down mouse gesture, scrollbars appear.

I'd expect scrollbars to appear only if there's a scrollable overflow. Take for example the sidenav in https://github.com

Because it looks like there's another reason for the scroll. I'm not sure unless I can reproduce the issue and see the styles.

Ah, no, with your example it works fine.
