As the title suggests the installation stalls because it can't find xpistub.dll in the windows TEMP folder.

Same problem here.
Seems it's an old problem carried over from Mozilla. I found a thread on Bugzilla from 2002 dealing with exactly the same problem.
Looks like they didn't figure out the issue either...

For what it's worth, it seemed like I only had this problem when I installed Windows 95 on a FAT16 partition. When it was on a FAT32 partition it was fine.
I can't be 100% sure that was the source of the problem, but it was the only major difference I could see between working and not working.

Dumb suggestion but this helped me before: clear your temporary folders and delete the downloaded installer. Then, download another copy of the installer and run the new copy. It HAS to be a new installer!

Just update Windows 95, for example by the patch 'Year 2000 Update (OEM) (ISO)' and the retrozilla installer will work perfectly

This is from here:

<https://github.com/rn10950/RetroZilla/releases/tag/2.2>

This is the .zip version rather than the .exe because the installer is
broken on Windows 95 (rn10950/RetroZilla#43).
