Support for S3 backend

Thanks for writing this resource! What would be involved in making it support other backends such as S3?

Hello @blarghmatey, thank you for your interests in this resource type. For an S3 backend to work, the following needs to be implemented:

• the Go AWS SDK needs to be added as a dependency
• as a get step: the check binary needs to be updated to find out about changes of the state files on the S3 bucket and the in binary needs to be updated accordingly.
• as a put step: the out binary needs to be updated to report back the new deployment revision based on what is in the S3 state files.

Some of the binaries now execute REST calls to the Pulumi hosted platform to function. This needs an alternative implementation.
