Display name text encoding issue

Describe the bug
The display name seems to have some kind of text/character encoding issue where characters like á are converted to ��.
People seem to sometimes call this text being garbled?

To Reproduce
Steps to reproduce the behavior:

1. Go to Administration
2. Click on Users
3. Select one user
4. Edit display name to include something like á.
5. Press checkmark
6. Refresh page

Expected behavior
Characters are maintained and displayed correctly
