Analytics consent banner

Describe the bug
I use matomo as my analytics software, however I do not see any banner asking me or any user my/their consent for the tracking.

To Reproduce
Enable matomo analytics and go to any page.

Expected behavior
A banner should be displayed asking for user opt-in consent and remember it forever or for some time.

Host Info (please complete the following information):

• OS: Debian 10
• Wiki.js version: 2.4.107
• Database engine: postgresql 11.7
• matomo version: 3.13.6
