Need User Admin Role

CRUD for Users

We now leverage "config = require(process.env.MED_CONF);" ... do we still need an admin interface?
We also have a registration page as well

The admin interface would provide the legitimate way to make a user an admin, but it's not absolutely necessary for the time being.

Future Plans

Add users through Admin interface
Edit existing users for promotion to clinician
Ability to delete users
Rename and User Profile change functions
