Idm users removed from group when running process-and-notify-users playbook

When having the process-and-notify-users playbook read from a csv file, any existing users who are not specified in the file are removed from idm. For example if I had users jdoe, jroe, and dsmith and processed the following csv file:

first_name,last_name,email,role,user_name,expiration_date,group
John,Doe,[email protected],developer,jdoe,2019-09-31,devs
Jane,Roe,[email protected],developer,aheavner,2019-09-31,devs

If dsmith was a member of the devs group prior to running the playbook, he would be removed after the run.

I believe this is fixed in newer versions of infra-ansible - need to verify.
