Currently the role identity-management/manage-atlassian-identities will allow user creation emails to be sent even if the user already exists. For example if the user bvkin exists in Atlassian, and I target a user with the same name/email for creation in my inventory, bvkin will still receive an "Account created" email.
Ideally this role would check to see if a user already exists and skip if he/she does.
