We are two grad students from UCLA, and we are studying your solution. We came across a broken link in your code:

The link http://ijcai.org/Proceedings/97-2/011.pdf on helpers/ml.py - line 123 - seems to be removed!

You are using wrong link. Link the code is correct and has paper open to access: https://www.ijcai.org/Proceedings/97-2/Papers/011.pdf
(You have missed Papers in your url)
