IPAM tests run into the limit again

There is a shared IPAM with these tags:

Owner | Daniel Bradley
Description | Global IPAM used for integration testing. Only 1 pool can exist per region. Do not delete

@danielrbradley intending to keep that one? I'll disable tests for now that were standing up a test IPAM.

This issue has been addressed in PR #1411 and shipped in release v2.17.0.
