Update URL value of the databases api response

What maintenance needs to be done?

Use new resource_page_url value from the databases.csv file as the URL we provide to link to a database resource.

Why is this maintenance needed?

• A clear description of why this is needed.

Acceptance criteria

• The databases service returns the new "resource_page_url" field in the feed as the URL that is used to link to the resource.
• Use the current implementation as a fallback value if the "resource_page_url" is not available.
