Not checking for issue_perms in config.json

Right now the irma server doesn't check for the issue_perms attribute in the config.json.
If you spell issue_perms wrongly (e.g. issuer_perms), it will just allow everything by default, without any warning. That doesn't seem very safe.

A solution would be to make this field mandatory, but that might break some backwards compatibility.
