Dialogues only honour the not-repeatable flag for 7 days. #1216

Now that Redis only keeps track of user state for 7 days, we should re-think how this option is implemented.

Current behaviour is no repeat (when flagged). We should honour this, and (maybe?) save a no repeat flag to extras on contacts.

If we don't honour it (i.e. we change the behaviour) we should shout about it loudly, so that people know. (Like we did for the original change).
